Deputy Commander, US Army Garrison Fort Hunter Liggett

Lt. Colonel Meritt Phillips assumed duties as the Deputy Commander of U.S. Army Garrison Fort Hunter Liggett in September 2016. Prior to this assignment she served as the J5 Mission Support Division Chief with U.S. Africa Command (USAFRICOM) in Stuttgart, Germany.

Prior to the USAFRICOM, LTC Phillips served as the Public Affairs Officer to the Chief of the Army Reserve/Commander U.S. Army Reserve Command at the Pentagon. She has also served in various locations as a Reserve Policy Advisor, Public Affairs Officer and Community Relations Officer and is fully Joint Qualified.

Phillips began her military career as an enlisted Soldier in the Maine Army National Guard, and earned her commission through the ROTC as an Aviation Officer in 1993. She served in the National Guard from 1993 – 2002 before joining the Army Reserve as an IMA Soldier. She has a total of 26 years of military service.

LTC Phillips attended the Aviation Officer Basic and Advanced Course; Defense Information School Public Affairs Qualification Course; United States Army Command and General Staff College; and the Advanced Joint Professional Military Education Course. She graduated from the University of Maine with a Bachelor’s Degree in Political Science.

Her awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal (with Oak Leaf Cluster), Army Achievement Medal (with 2 Oak Leaf Clusters), Joint Service Achievement Medal, Army Aviation Badge, Parachutist Badge, and Army Staff Identification Badge.
